Portfolio management is about choosing the right investments. Project management is about delivering specific outputs. Programme management is about everything in between — and “everything in between” turns out to be where most of the complexity, ambiguity, and human difficulty lives.

A programme director must simultaneously manage scope that won’t stop evolving, governance that spans multiple countries and cultures, stakeholders who range from enthusiastic to hostile, technology that’s never quite ready, change that people resist on principle, benefits that take years to materialise, and a PMO that runs on caffeine and good intentions.
